Security Requirements for Bonded Warehouses
Bonded storage warehouses are licensed under section 79 of the Customs Act 1901. The activities permitted in these warehouses are controlled to protect both the security of the goods and the revenue payable to the Commonwealth. The Australian Border Force (ABF) is responsible for licensing and regulating these warehouses.
Mandatory electronic security requirements for bonded storage warehouses in Australia include the following:
- CCTV: Bonded storage warehouses must have CCTV surveillance systems installed to monitor goods and people.
- Access Control: Access control systems are required to restrict entry to authorised personnel only.
- Intrusion Detection: Intrusion detection systems must be installed to detect any unauthorised entry into the warehouse.
As part of the installation of these systems, it is also a requirement to have:
- Detailed site plans indicating the location and type of security devices throughout the warehouse.
- A means by which to log changes to access control authority for different users.
